New Castle County has made it mandatory for all building permits to be applied for using the New Castle County eServices portal, which includes ePlans and eApply.

The eServices portal represents all the components of New Castle County’s new online plan review system for contractors and developers to submit land development and permit plans and documents electronically rather than on paper.

The eServices online permitting portal features ePlans, which is a secure online plan review system that allows the county to perform their reviews directly on the electronic submissions and review them simultaneously. Also part of the new process is the online application system, eApply, which will initiate the online experience for permit seekers.

Building Permit customers for Non-Residential new buildings and Single Family Dwellings may complete their initial application through the eApply portal.
